It's a known issue because /boot/cmdline.txt in Bookworm became a link to /boot/firmware/cmdline.txt and rpi-clone unfortunately updates /boot/cmdlinx.txt but not the link and which is not used during boot and thus the UUIDs of the clone are incorrect and boot fails. We had a heavy discussion on how to solve the issue. You'll find patches or a fork which includes a patch for this issue in github.
And yes - rpi-clone is no longer maintained by billw2 Image may be NSFW.
