I tried,
sudo rpi-update
sudo apt update
sudo apt upgrade
sudo apt full-upgrade
sudo apt dist-upgrade
reboot

still,

Issue resolved.
After above, I did sudo raspi-config and entered country code in wireless config screen but cancelled out from ssid and password screen (as I didn't want wifi to connect to my router) and rebooted and AP worked automatically.
