No obligatory criticism of "kill -9" ?pgrep -a noip2
Stop that process and you'll eliminate the "text file busy" message.
Anyway, wouldn't pkill be better advice than pgrep?
Or just tell OP to remove the file (/usr/local/bin/whatever) and reboot.
