AFAIK the bootloader does not require the internet to boot. It may require a local network but that depends on what boot order you have programmed. Something later in the boot chain may need the internet but without more information from you no-one knows.
You're also using boot order and the EEPROM in a way it wasn't designed for. The intent is that you specify the boot order once and unplug the first priority device when you want to boot from something else. Constantly changing EEPROM settings will, eventualy, wear it out.
There are better solutions such as Pinn, tryboot, autoboot.txt, and others. Search the forum and web for details.
I'm not entirely sure what you mean by "intenet". "Internet" and "network" are not the same thing. "Internet" should be taken as "all the computers in the world that are publically connected" while "network" should be taken as "all the computers inside your house that are connected together".
