Yes. The USB controllers for the USB-C and the USB-A sockets are independent of each other. You can use the USB-C in Device Mode while the other controller is running in Host mode as normal.
Note that the USB-C doesn't support OTG as it doesn't have the detect pin. But you can force it into either Device or Host mode.
