I have no experience with M2 drives, but I can say that for usb mass storage devices I have used both the Raspberry Pi Imager utility (to install a fresh OS onto the drive) and the SD Card Copier utility (to 'clone' an existing tailored installation onto a different drive). Both are graphical tools for use with the standard Raspberry Pi Desktop interface. No prior preparation of the drive is necessary or useful before using either of these utilities. What is the best way to prepare a new USB or M.2 drive for use on the RPi?
Is there a graphical utility or is the command line necessary?
