Off the top of my head (and completely unresearched and untested):
Bluetooth has something called a PAN* profile. That gives you an IP network over bluetooth. Combine that with suitable USB ove IP software (server on Pi, client on phone).
Or run a WiFi AP on the Pi or your phone and do USB over IP over that.
Not quite a Bluetooth USB hub but I very much doubt such a thing exists - it would need to encapsulate USB traffic into Bluetooth packets and woudl require specific drivers on the USB host end.
Oh, and connecting an "RTX GPU" to a Pi5 is physically possible but good luck getting the software sorted to be able to use it.
